Speaker of Parliament Alban Bagbin has cautioned MPs against frustrating efforts to revive the Human Sexual Rights and Family Values Bill, 2025, popularly known as the anti-LGBTQ+ Bill, warning that he will publicly name anyone who obstructs the process.
Addressing the House on Tuesday, November 3, 2026, as Parliament resumed sitting, Mr Bagbin said he was committed to ensuring that the legislation returned to the floor for further consideration and that the necessary steps were completed to secure its passage.
He said he would work within Parliament’s rules and procedures to facilitate a motion seeking to rescind the House’s earlier decision at the third-reading stage, allowing members to reconsider the Bill.
“I remain committed within the applicable rules and procedures of the House to ensure that the House proceeds with the motion to rescind its earlier decision at the third reading of the bill and to have a second consideration stage of the bill with a view to concluding its processing and securing its passage during this meeting,” he said.
The Speaker warned that he would identify any member who attempted to frustrate the process.
“I will assure you that I will mention names, names of any person who tries to obstruct the legitimate processes to see this bill through. That I leave to your conscience,” he added.
The Bill was passed by the previous Parliament but was not forwarded to the Presidency for assent after Bagbin identified errors in the legislation. He has since indicated that some issues must be addressed before the process can be completed.
However, the Speaker cannot independently initiate a motion to rescind Parliament’s earlier decision. A Member of Parliament must move the motion.
Majority Leader James Agalga has also said the Bill will be considered during the current parliamentary meeting, adding that President John Dramani Mahama would assent to it if Parliament passes it.
The proposed motion to rescind the earlier decision could pave the way for a second consideration of the Bill before the House concludes its legislative process.
