The Minority caucus staged a walkout in Parliament on Tuesday, November 3, 2026, after Damongo MP Samuel Abu Jinapor was ejected from the Chamber for refusing to withdraw allegations of diplomatic passport sales.

The incident followed a confrontation between Jinapor, who is the Ranking Member on Parliament’s Foreign Affairs Committee, and the Speaker, Alban Bagbin.

During proceedings, Jinapor alleged that diplomatic passports were being sold to unqualified individuals for amounts including GH¢50,000 and $10,000.

Majority Leader James Agalga challenged the claim, arguing that it was not supported by evidence. Bagbin then directed Jinapor to withdraw the allegation, telling him he could raise the matter again if he provided evidence to support it.

Jinapor refused to comply, prompting the Speaker to instruct the Marshal of Parliament to escort him out of the Chamber. The MP was later seen gathering his books before leaving, with his Minority colleagues following shortly afterwards.

Speaking to the press after the walkout, Minority Leader Alexander Afenyo-Markin said the caucus stood firmly behind Jinapor and would not distance itself from his comments.

He described the Speaker’s decision as “harsh, high-handed and unfair”, arguing that the action was unparliamentary.

The walkout comes amid the Minority’s criticism of the processes surrounding the issuance of Ghanaian diplomatic and service passports.

The New Patriotic Party (NPP) has questioned the issuance of service passports to six individuals whose official positions it claims were either wrongly described or did not exist.

The party has also petitioned the United States Embassy in Ghana to suspend recognition of the affected passports while their eligibility is independently verified.
