The Ministry of Sports and Recreation has directed the Ghana Football Association (GFA) to make major changes to the management and technical structure of the Black Stars following the resignation of head coach Carlos Queiroz.

The directives were agreed at a meeting between the Ministry and the GFA on Friday, October 2, after Ghana’s poor start to the 2027 Africa Cup of Nations qualifiers.

The Black Stars lost their opening two Group C matches, going down 2-0 to Ivory Coast before surrendering a two-goal lead in a 4-2 defeat to The Gambia at the Accra Sports Stadium.

Under the new arrangement, the existing Black Stars technical team and all national team management committees are to be dissolved.

A four-member National Technical Management Committee will then be established, comprising two experts appointed by the government and two nominees from the GFA. The association has also been directed to consult the committee before appointing Queiroz’s successor.

The current national team management structure will be replaced with separate committees for men’s and women’s football.

The Ministry has also directed that state-provided accommodation for the Black Stars head coach be restored.

For the national youth teams, the Ministry wants a consolidated structure covering the Under-15, Under-17 and Under-20 teams, with the government participating in the selection of development coaches.

The final directive requires the Ministry and GFA to conclude and sign a FIFA-standard cooperation agreement to establish joint decision-making between the two institutions.

The changes come as Ghana attempts to revive its AFCON qualifying campaign after missing the 2025 tournament in Morocco. The Black Stars are expected to return to action next month for a double-header at the Accra Sports Stadium.

The 2027 AFCON finals will be hosted jointly by Kenya, Uganda and Tanzania.
